Responsibilities
Under the direct supervision of the Senior Administrative Officer, and overall supervision of the Deputy Director of Administration, ECCC/ Coordinator of UNAKRT, the incumbent is required to perform the following functions:
- Responsible for effective management of the allocated financial resources in line with UN Financial Regulations and Rules.
- Additionally, the incumbent reviews, analyses and finalizes cost estimates and budget proposals in terms of staff and non-staff requirements.
- Also, he/she provides detailed input with respect to resource requirements for budget submissions.
- Manages and monitors budget implementation and recommends reallocation of funds as necessary.
- Likewise, monitors expenditures to ensure that they remain within authorized levels.
- Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures.
- Approves/confirms that proposed obligations or expenditure for services, facilities supplies, and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Also, regulations, and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments.
- Furthermore, ensures smooth operations of payroll, disbursement and cashier functions; analyses accounts, reviews/prepares regular financial reports.
- Proposes/implements solutions with respect to problem transactions and irregularities.
Qualifications
Education
Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in finance, administration, budget, business administration, or related area.
Likewise, experience in Financial Regulations and Rules within the United Nations Common System or international organizations is desirable.
Also, with an international/ad hoc tribunal is desirable.
Additionally, experience in the use of financial accounting module in the Enterprise Resources Planning (ERP) systems e.g. SAP is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post, the incumbent must have fluency in English. Knowledge of another UN official language is an advantage.
