HEC guidelines regarding M.Phill/MS and Ph.D. Defence 2020

HEC has released various guidelines policies during this COVID-19 period to assist universities, and all these guidelines are available on the HEC website. In this article, we will discuss the HEC Guidelines of M.Phill/MS and Ph.D. Defense and final juries of undergraduate programs.

These guidelines related to the following steps only which are

• Comprehensive Exam, Research Proposal Presentation, student supervisor meetings, thesis submission, Foreign and local evaluation, public defense, and awards for Ph.D
• Research proposal presentation, student supervisor meeting, thesis submission, internal and external evaluation, thesis defense, and awards for M.Phill/MS.

Guidelines 

• Universities can conduct the defense of M.Phill/MS and Ph.D. or defense of final juries of undergraduate programs via electronic meeting or video-conferences until 30 August 2020, after the two months of removal of COVID-19 restriction, in case if these restrictions may be extended.
• As university rules didn’t allow electronic defense/juries, VC could authorize it on the request of DAS/Dean through the Controller of examination or other relevant authority.
• University will elect a person(s) who will collect the projects/thesis, evaluate reports, and any other related documents. University will ensure to have complete detail of that selected person(s).
• Dissertation, thesis or projects will be submitted to the designated authority electronically. All other required documents for submission will remain unchanged.
• For evaluation, submitted thesis or Projects will be circulated electronically for both internal and external evaluation. The evaluation report will also be submitted to the authority electronically. 
• Universities are advised to make complete preparation for security measurements to secure the documents and evaluation reports etc.
• In the case of public defense, universities should make appropriate arrangements for the participation of interested candidates, faculty, or the university staff, etc.
• All the defense committee must be present at the time of electronic defense. The defense will be rescheduled in case of the absence of any of the committee members.
• Universities will use proper channels such as Zoom, Skype for business, Google classroom, video conference, etc. for the electronic defense.
• With the approval of VC, the Controller of the examination will announce the result after receiving it.
